Puffing Billy steam locomotive crossing the famous trestle bridge through the Dandenong Ranges an icon of Victoria's heritage railways.
Some of the outings are just fun. Others are truly memorable. The VASS NDIS community outing to Puffing Billy was clearly in the second category a day of steam-powered adventure through the ancient forests and rolling hills of the Dandenong Ranges, which left all participants with a smile, a story and a memory to take home. One of Victoria’s most famous and popular experiences is the Puffing Billy Railway: a heritage steam train that has traversed the Dandenong Ranges for more than a hundred years, passing through gigantic mountain ash forests, historic wooden trestle bridges and some of Victoria’s most stunning natural landscapes. It was an ideal mix of adventure, accessibility, nature and a sense of togetherness for VASS NDIS participants. The outing was part of VASS NDIS’ ongoing work of providing opportunities for meaningful, real-world community involvement to help participants discover Victoria’s natural heritage, connect in a new, exciting space, and experience the excitement and confidence that comes from being fully included in the real world around them.
The Puffing Billy Train Ride
It all started when the participants got onto the iconic burgundy and cream carriages of Puffing Billy’s open-side coach that lets passengers dangle their legs down over the edge and experience the rushing forest air as the train zooms through the bush. It’s almost like it’s the same thing that makes sitting on Puffing Billy so joyful and irresistible there’s that hissing sound of the steam, the rhythmic clatter of the tracks, and the green blur of the forest all around the train.

The train ride was a sensory experience for participants that was unlike anything they’d previously seen, smelt, heard, or felt: the smell of woodsmoke and steam, the warmth of the sun through the eucalypt canopy, the gentle rocking motion of the carriages as Puffing Billy moved through the bush. In the open carriages, the participants sat side by side pointing out the views, taking photos and sharing the enthusiasm for the journey.
Practical convenience and comfort of being seated side by side in the open carriages, easy and animated conversation amongst participants, helping one another locate landmarks, and the general joy of traveling through one of Victoria’s most amazing natural environments all contributed to the feeling of social interaction and group participation.
Enjoying Nature and the Dandenong Ranges
The Dandenong Ranges are one of Victoria’s great natural treasures and a landscape of ancient mountain ash forests, tree ferns, winding creeks and misty ridgelines, worlds away from the city, but just an hour from central Melbourne. VASS NDIS participants had the opportunity to experience this environment, breathe fresh forest air, listen to the sounds of the bush and feel the textures of the fern gullies and the tops of the trees, which was truly enriching for them.

Many people had a highlight of the trip when crossing the famous wooden trestle bridge, which is a marvel of heritage engineering, carrying the train high above a forest valley. The spectators, who were seated in the carriages, leaned out to take pictures of the forest canopy below and the blue sky above as the carriages moved across the bridge. Everyone was in awe and in wonder.
The natural environment of the Dandenong Ranges was rich in sensory stimulation along the way, the sight of tall gum trees, birdsong and steam, the feel of fresh mountain air and the constantly shifting and changing beauty of the forest landscape. This type of outdoor experience has real wellbeing benefits that last long after the day is over for those who may spend a lot of their time indoors.
Social Interaction and Group Participation
The thing about an outing as Puffing Billy is, is that it kind of brings people together. The novelty of the experience, the shared excitement of the train ride and the beauty of the surroundings all make for authentic, spontaneous social interaction the sort about which the NDIS Social and Community Participation framework is concerned.
Natural Conversation
The train ride led to a natural and spontaneous conversation among participants
Group Participation
They were all excited and it was a real collective experience
Positive Mood
Adventure and novelty enhanced confidence / emotional health and wellbeing.
For those who might find it difficult to interact in a formal setting, the participants had an opportunity to interact naturally and confidently throughout the day, pointing out views, sharing their reactions to the scenery, assisting each other with the photos and just having fun together in the informal, relaxed, unhurried atmosphere of a lovely train ride through the forest.
Refreshments at the Railway Cafe
Upon arrival the group met at the Railway Cafe, a modern café in the Puffing Billy precinct, and the forest vistas made this day so memorable. It was a nice interior using warm timber, large windows looking out on the bush and a relaxed environment which was ideal for everyone to rest, reflect on the trip and take in the fruit of the journey a good meal and much drink.

During the time at the Railway Cafe, participants were able to debrief on the day and share their favourite moments, and enjoy the kind of relaxed, unstructured social time that is so important and valuable to community connection. The café style and numbers of tables, the open plan and friendly staff reflected the actual community settings where an NDIS community participation outing is intended to help them experience and access.
Many of the participants felt that the café visit was a logical part of the day’s work to gain independence and confidence when ordering food, locating a table and being comfortable in a public community space.
